Md. Nasir Uddin

Executive Director

Mr. Nasir Master’s of Political Science from National University Second Class. Working as an Executive Director with GBF for the last 20 years, have experience and strong capacity to manage donor and staff management. Have also maintains linkage with donor, Partner Organization and Govt. Officials. Besides this he has 7 years’ experience in working with RDRS in Non-Formal Education and free primary education. 12years’ experience in Knowledge management, monitoring & evaluation, impact assessment, baseline survey, conducting Mid-Term Evaluation (MTR), participatory monitoring and evaluation (PM&E) and research, result based M&E, USAID funded project M&E, documentation, Climate change and disaster management, develop management and financial budgeting monitoring with preparing regular basis report in rural development livelihoods programme. Especially, more than 12 (Twelve) years experiences in monitoring and evaluation and impact assessment of the project.  Skilled in preparing effective M&E system and tools for project considering logical framework. Having vast experiences in preparing reports on special study or survey and prepares recommendation for future planning. Vast experience on data management, analyzing and prepare report in different form. Golam Kabir

Chief Consultant

Mr. Kabir, an MSc in Statistics, is a highly experienced national and international professional with a wealth of experience spanning nearly five decades (1976-2025). His expertise lies in developing, managing, researching, and evaluating programs funded by international donors and development agencies, including those focused on enhancing food security, promoting human dignity, improving governance and accountability, adapting to climate change, and managing disaster risk. Mr. Kabir developed the scope of work and methodologies for studies, assessments, and surveys, led evaluation teams, and independently conducted numerous baseline, midline, and endline evaluations in and outside Bangladesh since retirement from employment (1979 – 2007) with the USAID Mission in Bangladesh. From 1976 to 1979, he served with the Institute of Nutrition and Food Science, University of Dhaka, as a Research Supervisor to study the acceptability of non-traditional food crops by the rural and urban communities and as a Research Officer to evaluate the economic and nutritional impact and primary and secondary effects of the targeted food for work programs in hard to reach and food insecure areas in the country. 
Mr. Kabir possesses a strong command of English and the ability to communicate effectively in diverse settings. This skill has been instrumental in preparing and presenting high-quality reports. Mr. Kabir specializes in quantitative and qualitative surveys, on-the-ground data collection, data analysis, and report writing.   He is an expert in developing data collection tools, such as questionnaires, checklists, and instruction manuals, for various data collection methods, including online and face-to-face interviews with respondents consisting of household members, key informants, and focus group participants.  He conducts orientation sessions for the data collection team on these tools after finalizing them through field tests. His proficiency in using statistical techniques, including t-tests, chi-square tests, and regression analysis, is a testament to his strong analytical skills. He is proficient in using the Propensity score matching (PSM) method and the Endogenous Switching Regression (ESR) model, for example, to determine the impact of basic social nets on healthcare utilization.

Mr. Abdul Jabber Jufry

M&E and Data Analyst

Mr. Abdul Jabber Jufry is a seasoned research and evaluation expert with over 26 years of experience in policy research, governance strengthening, and program evaluations across multiple sectors. He holds an MSc in Statistics from the University of Dhaka, an MS in Computer Science and Engineering from United International University, and a Post-Graduation Diploma in Computer Science from the Bangladesh Institute of Management. Mr. Jufry’s extensive expertise in data entry, management, and analysis is evident in his use of advanced statistical software, databases, and survey tools. His skills in Kobo, Toolbox, ODK, SQLite, and DHIS2 ensure the collection of structured data. His expertise in ArcGIS and QGIS includes the application of mapping, GIS modeling, and geo-referenced data visualization. He has also developed interactive dashboards, real-time data tracking, and advanced analytics. Notably, he excels in designing survey instruments, processing mobile-based data collection, and integrating findings with statistical models.Mr. Jufry has profound expertise in advanced statistical analysis. He is adept at using tools such as SPSS, R, and STATA, among others, to apply methodologies, including Propensity Score Matching (PSM), Endogenous Switching Regression (ESR), and significance testing for rigorous evaluations. He utilizes PSM to minimize selection bias in quasi-experimental studies, applying matching techniques and treatment effect estimation in SPSS and R. His ESR models assess pre- and post-event impacts on policy interventions using STATA and R, ensuring robust analysis with abnormal return models and error adjustments.

Dr. Golam Rabbani

Agriculture and Value Chin Expert

Professor Dr. Md. Golam Rabbani, Ph.D. and M.Sc. in Agriculture brings a wealth of experience to the table, spanning a 42-year professional career since 1983. His work in various roles within agricultural and rural development projects has had a significant impact, from planning studies to presenting findings in validation workshops with recommendations. His expertise and specializations, demonstrated by his involvement in numerous projects as an Individual Consultant, Team Leader, or Team Member, have been instrumental in the success of these projects. He specializes in final evaluations, baseline surveys, diagnostic studies, and impact assessments of projects funded by various national and international organizations.
Professor Rabbani’s strong command of English has been consistent in ‘report preparation, ranging from technical research papers to policy briefs across an impressive 42 consultancy assignments in his professional career. His publications in the last three years encompass a range of written works, including reports, articles, books, and presentations, that showcase his expertise and insights, namely, “Final Evaluation of the Project ‘Eco-friendly Mango Production and Trade for Sustainable Development of the Enterprises,” November 2023; “Final Evaluation under the “Safe Vegetable Production through Good Agricultural Practices (GAP) and Ecological Farming,” December 2023

Enamul Huda

Livelihood and Qualitative Specialist

Enamul Huda (Participatory Development Consultant): Mr. Huda has been working as a development professional within Bangladesh and abroad over the last 39 years. He is the pioneer in promotion of participatory approach in Bangladesh and author of many books on participatory tools and techniques for development professionals. During his tenure he has worked for many local, national and international development organizations as an expert in participatory approach. He is working in many development sectors e.g. water and sanitation, health, agriculture, education, social development and livelihoods. He has conducted baselines and end project surveys of many projects as team leader, which includes qualitative baseline survey for CLP and Selection of hardcore poor of SHIREE project (DFID funded) for Practical Action Bangladesh. As a national consultant and expert, he worked for Community Led Total Sanitation (CLTS) for the Institute of Development Studies (IDS), Sussex, UK with Dr. Robert Chambers. He is familiar with the agriculture sector’s situation in Bangladesh. Mr. Huda will be engaged in design tools, facilitate training, synthesis and report writing in qualitative studies.

Dr. S.M. Atikullah 

Agricultural Extension Specialist

Dr. Atikullah, a Ph.D. in Study on Plant Biodiversity and Food Security and an M.Sc. (Ag.) in Agriculture Extension Education, as well as a Life Member of the Krishibid Association, in his 35 years of professional life (1990-2025), worked as a researcher with various clients in rural areas, conducting surveys and research activities on agricultural and environmental issues, and training coordinator with HEED Bangladesh for SACP in 2019-2020.  He specializes in preparing survey questions, managing data collection, and analyzing results to ensure reliable findings, as well as utilizing village immersion, observation, and quick survey techniques in a cross-section of villages for the study encompassing natural resources management, including food security, water and saline systems, and income and employment creation for vulnerable people.              His expertise lies in selecting appropriate cropping patterns, identifying nutritionally rich, high-value, and potential crops, and driving the development of diversified cropping patterns. He has adequate and practical knowledge of research methodology, particularly in designing and executing rural and agricultural surveys; developing research tools and methods for household, enterprise, and market-level surveys; Leading participatory assessments using qualitative and quantitative methods; Setting predetermined and onsite methodologies and tools (PRA), SWAT participatory research in Bangladesh.   

Dr. Atikullah possesses strong writing skills, with numerous articles on natural resources management. Dr. Atikullah is familiar with the survey participants, communities, and local customs, as he has extensive experience conducting field visits for monitoring, supervision, and gathering information. He has conducted numerous studies, evaluations, and feasibility assessments in promoting employment and reducing poverty in Bangladesh. His expertise extends beyond the study/project requirements, as he provides continuous guidance and technical support to field extension workers through regular field visits in rural and remote areas. He possesses adequate knowledge and practical experience in extensive field monitoring and staff supervision for survey activities. His leadership in supervising enumerators, coordinating logistics, and providing onsite guidance has consistently contributed to the effective implementation of survey work in both national and donor-funded projects.   

Apurba Deb Roy

Governance Expert

Mr. Apurba Deb Roy: Team leader is more than 16 years of experiences in development field in INGOs and UN bodies with a track knowledge of mobile apps-based technology and cash disbursement process of A-Card initiative for farmers in USAID Agricultural Extension support activity project, an FtF program of USAID. He is Master in social Science and he is a PhD research fellow in Asia University Malaysia on enterprise development. He worked as Team leader in several projects of INGOs. He did number of consultancy work in Bangladesh, south Asian countries and East African countries.

Md. Zahangir Alam

Agricultural Extension Specialist

Md. Zahangir Alam, a Master’s degree holder in Development Studies, has over 20 years of experience and specialization in rural survey work and rural development plans within agriculture extension programs. His career has been marked by successful collaborations with various national, international, and UN organizations, all of which have supported targeted agriculture extension programs and policies to address specific issues and promote sustainable agriculture development. Mr. Alam possesses strong writing skills, with extensive experience in writing various reports, including analytical, progress, financial, technical, and research reports. He is experienced in conducting surveys for agricultural programs by gathering information from individuals or groups through a structured set of questions using various methods, such as online questionnaires, paper surveys, or face-to-face interviews. His expertise encompasses selecting suitable cropping patterns and considering different factors to optimize crop production and land utilization. 

Mr. Alam is not just skilled in identifying nutritionally rich, high-value crops, but he also has a deep understanding of the survey participants, communities, and local customs. His extensive experience conducting frequent field trips for data collection and providing technical support to team members for monitoring and supervision has given him a unique insight into the local culture and customs, which reassures the audience of his cultural sensitivity and his ability to work effectively in diverse communities. He possesses a sound understanding of research methodology, acquired through his extensive experience in developing comprehensive research methods for various designs, data collection techniques, sampling methods, data analysis approaches, and sample size determination.  He possesses adequate knowledge of field monitoring and staff supervision in survey work, which involves ensuring accurate data collection and adherence to protocols, as well as effectively managing the field team to verify data quality, provide training and guidance to enumerators, and address logistical issues in the field. 

Dr. Rie Goto:

Nutrition Specialist

Dr. Rie Goto:  MPhil Ph.D. Affiliated Lecturer, University of Cambridge. More than fifteen years of working experience with Nutrition and Demographic Surveillance System, Distress Monitoring System, and Impact Evaluation of development programs focusing on Food Security, Nutrition, Reproductive health, and Humanitarian emergency programs as a manager, trainer, researcher, program planner, program evaluator, and technical monitor.

Gender & Social-norm Expert

Selina Akhter Keya:

Selina Akhter Keya – Gender & Social-norm Expert is a seasoned development professional with 18 years of diverse experience in rights-based programming, gender equality, policy advocacy, social inclusion, organizational capacity building, training and facilitation. She has worked extensively with development partners including USAID, EU, UN agencies, SDC, FCDO, and Global Affairs Canada. Her recent roles include Specialist, GESI at BRAC’s USAID-funded BAMA project, and GESI consultant with Winrock International and Chemonics International. She worked with Save the Children Australia and with HEKS/EPER in the area of capacity development and inclusion for the most marginalized and untouchables communities. She completed the Women’s Leadership Development Programme at the University of Oxford’s Saïd Business School, holds a postgraduate diploma in HRM from the Bangladesh Institute of Management, and earned a Master’s in English from the National University. Selina is passionate about advancing the LNOB principles of the SDGs and has contributed to policy-level support for marginalized groups including indigenous people, dalits, sex workers, domestic workers, shipbreaking and tea garden workers, fisherfolk, and refugees. She has led multi-stakeholder coordination efforts with policymakers, civil society, and media to foster inclusive community development.
