Md. Nasir Uddin

Executive Director

Md. Nasir Uddin: Qualitative & Quantitative Survey Expert. Md. Nasir Uddin holds a Master of Political Science degree from the National University and a Bachelor of Agriculture Education from the Open University. Mr. Nasir has been serving as the Executive Director of GBF since 2004. He has vast experience and a strong capacity to manage large numbers of surveys and staff management. To date, Mr. Nasir has conducted more than 100 surveys. He is experienced in large- scale data management with Chars Livelihoods Program and M4C Project and CARE-Bangladesh SHOUHARDO Program III, WV Nobo Jatra Project, World Vegetable Centre. He is skilled in operating MS Word, MS- Excel, MS Access, and ODK databases and presenting documents using the Microsoft PowerPoint program. He has competencies in qualitative surveys, including FGD, IDI, and KII.

Md. Golam Kabir

Chief Consultant

Mr. Golam Kabir, Team Leader: Educational qualification: University of Dhaka, Dhaka, Bangladesh – BSc (Honors), MSc in Statistics. Expertise in design, management, evaluation, and research of livelihoods, nutrition, and disaster management programs in and outside Bangladesh. Mr. Kabir performed these multiple tasks in more than forty-five years (January 1977 – March 2023) out of the total professional career of over forty-eight years from January 1974. Mr. Kabir served as the Senior Food Aid Manager and Principal Advisor to USAID Bangladesh for about 29 years in different positions: Food Security Project Development and Management Specialist, USAID Mission Disaster Management Specialist, USAID Mission Alternate Disaster Relief Officer and USAID Mission Coordinator for USG- funded food aid and development assistance projects of multilateral agencies and NGOs in Bangladesh. Also served under short- and long-term contracts with several international organizations as Evaluation Consultant with USAID/Bangladesh, CARE/Bangladesh, Fintrac Inc., FHI360, TANGO International, Moneval Solutions (UK), Asian Disaster Preparedness Center (Thailand), and Catholic Relief Services (Malawi); Grants and Contracts Management Trainer with CARE and Save the Children; Program Design Consultant with Save the Children, International Relief and Development, and Land O’Lakes; and as Program Advisor to Save the Children and ACDI/VOCA. Mr. Kabir’s thematic expertise includes livelihood development, gender equity and empowerment, child education and protection, inclusive development, coalition building, food aid commodity monetization and management, environmental compliance, and disaster risk reduction. Dr. Golam Rabbani

Senior Consultant

Dr. Md. Golam Rabbani Ph.D., University of London, United Kingdom; 1992 and Post-Doc, United States Department of Agriculture (USDA), Maryland, USA, 2003. Professor Rabbani has 36 years of experience in leading agriculture-related projects. He is well conversant with impact analysis of different developmental projects funded by different donor agencies such as USAID, USDA, Swisscontact, DFID, SIDA, NSO, World Bank, IDE, FAO, ADB, JICA, CIP, UNEP, IFAD, IFS, AVRDC and implemented by GOs and NGOs/INGOs. Professor Rabbani’s expertise and experience in the log-frame approach of planning has been outstanding and demands a mention concerning the proposed study. He moderated and developed scores of project plans. He has extensive experience developing modules, designing, organizing, and facilitating numerous training courses on diverse topics for government officials, NGO personnel, and stakeholders.

Abdul Jabber Jufry

Knowledge Management and MEL Expert

  • Strategic and adaptive Knowledge Management and MEL professional with over 26 years of experience designing, strengthening, and leading participatory systems that drive learning, accountability, and evidence-based decision-making across development, humanitarian, and public sectors. With dual Master’s degrees in Statistics and Computer Science & Engineering, I bring deep expertise in operationalizing adaptive learning frameworks, collective theories of change, and rubrics-based approaches to measure complex system-level change.
  • Extensive sectoral experience across livelihoods, WASH, health and nutrition, climate change adaptation, disaster risk reduction, vocational and non-formal education, climate-smart agriculture, and policy reform, applying adaptive and participatory MEL approaches to capture system-level change and promote inclusive, GESI-responsive outcomes.

Afrin Mortaza

Nutrition Specialist

Afrin Mortaza is a public health nutrition specialist with more than 21 years of professional experience in nutrition, food security, public health, and livelihoods. She currently serves as a Nutrition Consultant at Grameen Bikash Foundation (GBF) and previously worked as a Nutrition and Food Security Associate with UNHCR.
Afrin holds a Master of Public Health (MPH) in Nutritional Epidemiology from the State University of Bangladesh (2013), an M.Sc. in Food and Nutrition under the University of Dhaka (2003, held in 2005), and a B.Sc. (Hons.) in Food and Nutrition under the University of Dhaka (2001, held in 2003).
Throughout her career, she has provided technical leadership in the design, implementation, monitoring, and evaluation of both development and humanitarian programmes. Her experience spans DFID-funded Nutrition and Livelihood programmes, UNFPA-supported Sexual and Reproductive Health (SRH) initiatives, UNICEF-funded nutrition programmes, and UNHCR-supported interventions, including Community-based Management of Acute Malnutrition (CMAM), Infant and Young Child Feeding (IYCF), and Community-based Management of Acute Malnutrition in Infants under Six Months (CMAMI).
Her areas of expertise include programme planning and implementation, nutrition programme design, TNA, Training Facilitation, Module and Curriculum development, capacity strengthening, technical supervision, monitoring and evaluation, stakeholder coordination, partnership management, and evidence-based programming. She has worked closely with government ministries, UN agencies, development partners, NGOs, and community stakeholders to strengthen nutrition and food security systems and improve programme quality.

Salina Akter Keya

Gender and Social Inclusion Specialist

Selina Akhter Keya: Gender and Social Inclusion Specialist: Academic Background: Master’s in English literature from National University in 2006. Women Leadership Development Program, Said Business School, University of Oxford, in 2025. Post-Graduation Diploma (PGD) in Human Resource Management (HRM) in 2015. Over 18 years of experience as a development consultant in gender equality, social inclusion, and rights-based programming across humanitarian and development sectors. Expertise spans GBV prevention, labor rights, safeguarding, and SEA systems, as a Specialist GESI with USAID’s Bangladesh America Maitree Activity at BRAC, a National Consultant with Winrock International, and a Consultant on GESI integration at Chemonics International.

Specializing in gender mainstreaming, GESI strategy, institutional strengthening, inclusive policy development, and gender-sensitive M&E. Led strategic interventions in Rohingya response programming, including WASH, Education, Livelihoods, and organizational capacity development, under Canadian and USAID-funded initiatives since 2009. Supported BNGOs in developing sector-specific indicators, capacity roadmaps, and training modules to deliver inclusive, accountable services in Cox’s Bazar and other high-need areas. 

Md. Zahangir Alam

Data Quality Control Administrator

Md. Zahangir Alam is a  Data Management Expert with over 12 years of experience working with local, national, and international development organizations in Bangladesh, such as Maxwell Stamp PLC under the Chars Livelihoods Programme (CLP), People’s Oriented Program Implementation (POPI), Gono Kalyan Sangstha (GKS), etc. He is currently working with Grameen Bikash Foundation (GBF) as Data Quality Control Administrator. He brings deep expertise in designing and conducting Baseline, Monitoring, Evaluation, and Feasibility studies — including methodology development, questionnaire design, sampling strategy, and study implementation oversight. His technical strengths span M&E systems, computerized MIS development, database design, data quality control, quantitative and qualitative data analysis, with a strong core focus on data management — handling large-volume, multi-source data across diverse community development interventions in food security, livelihoods, women’s empowerment, WASH, health, nutrition, market development, VSL, graduation programs, and non-formal primary education. Notable studies include Annual Survey, Bi-Monthly Monitoring, Socio-Economic, Woman Empowerment, Post Distribution Monitoring and Nutrition Status Surveys etc. under DFID/UKaid-funded CLP, the FLAIRb study under USAID-funded SHOUHARDO-III with CARE Bangladesh, baseline and evaluation studies for USAID/World Vision’s Emergency Food Security Program, GIZ-funded SHRC baseline surveys, and Making Markets for the Chars (M4C) financial assessments and impact studies funded by Swiss Contact. He is also experienced in building and leading research teams, staff capacity development, and stakeholder-focused information delivery. He holds a Bachelor’s degree from the National University, Bangladesh.
